All of them are possible.#1 I know what my dishwasher's state is -it has broken down, that is why I say: 'it doesn't work'.
#2 I'm trying to wash my dishes and I realise my dishwasher 'isn't working'.
#3 I'm trying to wash my dishes and I realise my dishwasher refuses to start - we use won't for this purpose
